I'm trying to replace an Athlon 600 with an Athlon 900. When it tries to boot it hangs at where it says CPU speed 900MHz. I can't access Bios either. I have the latest Bios so I'm told. I have a MS-6167 MoBo with 1.6B V. Bios

check the jumpers on the board.
i dont know whats causing it, but i would suggest that you switch to a cheap socket a board. at least if you got a socket a board you would be able to upgrade it to different processor in the future. the msi 745 ultra is a really nice board thats overclockable and a good price.
i didnt see any 6167 on msi site, maybe you have a different board. go here and search for it and read about it problems. maybe there are bios to be downloaded, etc.

I have a Gigabyte M.B. GA-7IXE4 with the same AMD chipset. It was developed for the first Athlon and Duron models and only supports processor with a 200Mhz FSB.
I'm not sure about the Atlon ones but you only can put on it the Model 3 Durons not models 6 or 7 (The latest 'Morgan' core at 1.75 volts) see the AMD web page about the CPUs that your or mine board admits.

It seems MSI has redone their website. There used to be tons of slot A boards listed on their website, and now, there are two. Ironically, I own both of the one's still listed. Anyway, I can't seem to find much of anything on their website, hardly even a mention of the board to tell the truth. It might be unstable because the processor is not certified to go to that speed. I know the MS-6191 was one of the first boards certified for 1 Ghz operation, so maybe the 6167 couldn't make the cut.
