I recently purchased an AMD Athlon 2800+, which is supposed to be running at or around 2 GHz, but is instead running at 600MHz. Im using an Asus A7V400-MX, and have just updated the BIOS to 1009 (newest version) with no change.

I have read elsewhere that you can adjust the multipler or clock frequency to help solve this problem, but I cannot find anything like this in the bios.

Someone said that it could be because it was a Mobile chip (AMD Athlon M2800+) And that it could display a low speed but run at full. Unfortunately, I've seen my system slow down significantly from my 1.2GHz processor (previous CPU)

The Bios has several sections that are unavailable for selection (greyed out) as follows.

CPU Speed: 600 MHz
Cache DRAM: 512k
Current FSB Frequency: 100MHz
Current DRAM Frequenct: 133MHz

To run a laptop CPU in a desktop machine, you need a motherboard with a BIOS that allows full adjustments to the CPU multiplier, FSB, memory & voltages.

I just had a look at your board's manual & it doesn't appear that your BIOS supports those settings, so 600MHz is the best you're gonna do.

Your only alternatives are to get a different motherboard that supports the necessary BIOS settings, or replace the mobile CPU with a desktop CPU. Or just live with it at 600Mhz...lol
