I suppose it can be done, but you'd need the right board, the right RAM, & the know-how to be able to pull it off.

Well i got it at 3GHz for about a month now, (316MHz x 9,5) with RAM @ 250MHz and Vcore is at 1,55v

Got a Gigabyte G-power with AS5 for cooling, temp go 54c max.

Since there is no FSB, you don't necessarily have to push the CPU freq to the max to get best performance. You might wanna try dropping the freq a little & raising the multiplier instead. I don't know why you chose 3.07GHz, but how about 10 x 307MHz?
