After burn in test v6 pc reboots with no post

Specs: Microsoft Windows 7 Home Premium, 3.48 GHz / 4094 MB
even after resetting it never posts with a beep. the fans are a minimum rpm. the only way I can revive the system is take off the cooler and release the cpu latch arm them re-secure it. then I reconnect the power cord and it will post beep. I shut it off reconnect all external cables and I can enter bios and tweak it. using amd overdrive to see the values.

cpu temps are 37 c tops at after I installed ZALMAN CNPS9900ALED 120mm fan plus I have an intake and exhaust both 120mm.

What speed RAM do you have? If it's DDR3-1333 (667MHz) & you're increasing the CPU frequency from 200MHz to 240MHz, you're overclocking the hell out of the RAM. It's no surpirise the system won't boot. You need to change the RAM setting to DDR1066 (533MHz). You also need to adjust the HT multiplier.

Why did you lower the CPU ratio to 14.5?

The ram is 1600 and the cpu freq 240 puts the 1333 to 1600 Mhz. The amd overdrive system info detailed tab states 3500mhz is the max and 14.5 puts it at 3.48 mhz

i'm thinking turbo core is the culprit. but thats why I'm here asking.

I just disabled turbo core and it solved my problems. after I would do a stability test with amd overdrive or burn in test v6 it would cool down and by the time the lowest fan rpm hit it would shut down and flash the screen with many colors then go black and reboot. the last time I was able to changes setting in bios. 3 times today I had to left up the cpu just to revive the system.

think its resolved. just did a burn in test and came through the other side with no wounds.
