Are these the best performance settings I can get without physically altering the CPU?
Athlon 2100+ Samsung PC3200 DDR400 1x512MB

Seems to be running OK but more stable at FSB137

I cannot see anything wrong with your setup. Without overclocking it, it might be as optimized as it could be.
However, the graphic aperture size can be changed. Its 64 as shown. If you have a 128 card I'd say you change it to something greater let say 256.
64VRAM use 128 Aperture size and so on.
I've read an article doing video card benchmarking with different aperture size. Conclusion here is all cards vary but the aperture size defintely has to be over the VRAM size or else it will result in a big performance drop. For me I found x2 of VRAM size = optimized you can play around with it and see.
Just in case the Aperture Size is used in conjuction with your VRAM. Aperture size is using your amount of RAM to support your video card to gain greater performance.
