The first thing I would do is to clean up the dust bunnies on the heatsink and fan. If that does not bring down the temperature, then make sure the fan works and the heatsink is properly installed. Then the next thing I'd would do is to reapply a new thin layer of arctic silver 5 to see if that helps. As far as CPU temperature goes, what software are you using to determine the temperature? Is that temperature 70-80C reading from the BIOS? Is the heatsink hot to touch when the software/bios shows 70-80C?

When applying paste on an Intel dual core CPU, it's very important that it's done correctly. The paste should be applied in a thin straight line over the rectangular core & it should NOT be spread out. Since the core is covered by a heatspreader, it's possible that the paste can be applied 90 degrees off, so make absolutely sure you've done it right. Arctic Silver has detailed instructions with pics:

Other than that, check the Asus website to see if there's a BIOS update available for your board. If there is, see if it fixes temp reading errors.

One other thing...do yourself a favor & upgrade your RAM amount to at least 1GB.
