2.6 ghz vs. 2.8 ghz

CPU/Ram: Pentium2/160MB RAM

On Intel's website they have charts explaining the specs of processors and their recommended uses.
On a P4 chart, 2.8 ghz processors are recommended for ditial music, digital video, etc.
The recommended use for the 2.6 ghz is just for "multimedia".
When did it become a "mere" 2.6 ghz?

In what scenario could a 2.8 handle something that a 2.6 couldn't? (Assuming that the FSB's are the same.)

Doesn't your processor only run at full potential if you load your machine with alot of RAM? (i.e. at least 512MB)

It's interesting when you look on the internet and see archives from a few year ago of people saying "I got a processor that runs at 333 mhz!!"

Is it that they intentionally make new programs, (i.e. games), that can only work with the newer technology to get people to buy the newer technology?
