No, you apparently don't know how (or haven't taken the time) to configure the memory settings in the BIOS.

Memory controller supports DDR3-1333 and DDR3-1600 memory

That means if u have faster memory, the memory controller inside the CPU will underclock the memory speed to DRR3 1600.
For God sake overclock your core i7 3770K if u wanna take advantage of DRR3 1866.
