Specs: Windows 8, 3.2 GHz / 8192 MB
How does the CPU inside the Xbox 360 compare to CPUs found inside PC's?
From the throughput alone it looks like its more powerful than my I7 970.

6 Cores * 9.6 Ghz (each core runs at 3.2 Ghz) * 2 FLOPS per cycle = 115.2 GFLOPS

I7 970
12 Cores * 3.2 Ghz or 3.3Ghz * 2 FLOPS per cycle = 76.8-79.2 GFLOPS

But how does it compare to PC CPU's in technology and real performance?

You can't compare totally different architecture processors based on clock speed. The Xenon is based on the PPC - anyone familiar with Macs will tell you how underpowered they are compared to recent Intel chips. Rest assured that your i7 is much more powerful than the Xenon in your XBox 360. I think the equivalent is generally reckoned to be one of the earlier dual core Intel processors.
