Is there a way to create a Bootable BFS partition and install the OS into it from the image file in PE, only using the tools that you get with PE ?

Yes, 1. create a Be partition with Drivesetup on your hard disk and initialize it 2. Use Installer both application came with Beos R5 PE and easy to use (as i remember, you find them in application folder in Be menu)
