How do i get into CMOS setup

I have just got a HP vectra vl/xxx series 5 and i can't seem to get into CMOS. I have tried many commands such as <> but none of them work. I can get a list to appear pressing <> that list the hardware in my computer and will continue the startup unless i press F5 to retain it. My computer has Pheonix BIOS in it.

i have a wang380 (386) and would like to know how to enter the bios, do i need disks and if so how would i get them, also do i need a jumper setting changed and how
