I have a RealTek NIC and a S3 Savage2000 video card. BeOS doesn't appear to have built-in support for this hardware. I was able to locate some 3rd party drivers online, but I can't figure out where to put them to get them to load.
I know this is probably the most basic of questions, but I sure am lost on this one.

usually a readme file tells how to install.
You almost always have to go to the terminal and use the command line to run (ususlly "install") the installer script. It looks like just a readable file but will do things like a .bat (dos batch) file.
